As required by the Ministry of Housing and Urban-Rural Development in the"Notice on'De velopment and Revision Plan of National Standards on Engineering Construction in 2010'"（JIANBIAO〔2010〕No.43），this code is developed by China International Telecommunication Construction Corporation jointly with entities concerned via conducting extensive and profound research，carefully summarizing the application and development of telecommunication cable line engineering technologies，soliciting opinions from relevant entities and experts countrywide and referring to the relevant standards at home and abroad.

The Code is divided into 14 chapters with technical contents as follows:general provisions，terms，material test，cable route，earth works，overheadpole line for overhead cable，laying of optical cables，cable line protection and preservation，optical（electrical）cable cross connection box and distribution device，optical（electrical）cable splicing，optical（electrical）cable lead-in and termination，optical（electrical）cable test，preparation of as-built documentation and final acceptance of work.

The provisionsherein printed in bold type are compulsory ones and must be enforced strictly.

The Ministry of Housing and Urban-Rural Development is in charge of the administration of this Code and the explanation of mandatory provisions，the Ministry of Industry and Information Technology is responsible for routine management.China International Telecommunication Construction Corporation is responsible for the explanation of specific technical contents.Shall there be any need of change or supplement to this Code during its practical implementation process，please post the opinions or suggestions to China International Telecommunication Construction Corporation（No.A56 Nanfangzhuang，Fengtai District，Beijing Post Code:100079）for references while the code is to be re vised or modified.
