Fully vaccinated visitors from the US and parts of Europe will be permitted to enter England without having to quarantine, transport secretary Grant Shapps confirmed on Wednesday.

The new rules would come into effect from 4am on August 2, the minister said, and apply to travellers who have been double jabbed with an FDA- or EMA-approved vaccine.

Announcing the changes on Twitter, Shapps said visitors from the US and EU would still need to undergo some form of testing, adding: “They’ll still need to do the usual pre-departure test before arrival and take a PCR test on day two of returning to England.”

The government said the exemption would apply specifically to passengers arriving from countries on the UK’s “amber” travel list who have been fully vaccinated in the US, EU member states, European Free Trade Association countries and Andorra, Monaco and Vatican City.

Speaking to Sky News on Wednesday afternoon, Shapps said that even as restrictions were lifting, the government would always put the nation’s security first.

When questioned on whether he was confident the EU and US would introduce reciprocal rules, Shapps replied: “We can only set the rules for our end. That has always been the case and people should always check the rules on the other side. ”
