Preface

The Law of the People's Republic of China on the Protection of Persons with Disabilities entered into force in May 1991, and it was revised in April 2008. The implementation of the Law played an important role in promoting the cause of disability and protecting the legitimate rights and interests of persons with disabilities. To further enhance the implementation of the Law and improve the legal institutional building concerned, the Committee for Internal and Judicial Affairs of the National People's Congress conducted a post-enactment evaluation of the Law.

The Evaluation was carried out focusing on the core contents of the Law includingrehabilitation, education, employment, social security, accessibility for persons with disabilities. During the evaluation, the emphasis was placed on rationality and feasibility of the legal design concerned, situation of the resource input and supporting institutional building, as well as results of the implementation of laws and regulations. Field surveys were conducted respectively in 6 provinces, each of which selected one city and one county as targeted spots, to learn the situation of the Law's implementation through collecting opinions from persons with disabilities, the public, and relevant government agencies. It offered basic supporting data for the post-enactment evaluation.

In August 2012, the 28th meeting of the Standing Committee of the Eleventh National People's Congress passed the Post-Enactment Evaluation Report on the Law of the People's Republic of China on the Protection of Persons with Disabilities. We hereby compile the results of the Evaluation for your reference.
