1　General Provisions

1.0.1　This code is applicable to the design for energy saving of newly built telecommunication centres（stations），and may be referred and executed for the renovation and extension of telecommunication centres（stations）.

1.0.2　Three main aspects on the design for energy saving of telecommunication centres（stations），i.e.，energy saving for buildings，telecommunication equipment and corollary equipment，shall be taken into consideration.

1.0.3　Measures and solutions for energy saving adopted in the design for energy saving shall not reduce the safety on operation of telecommunication systems.

1.0.4　The energy saving design shall adjust measures to local conditions，attain the advanced technology，reasonable economic，safety and serviceability.The renovation and extension engineering shall fully consider the features of existing telecommunication centres（stations），use rationally the existing buildings，equipment，take actively the reformation measures and strive to reach the goal of advancement，serviceability and economy.

1.0.5　In case where this code conflicts with relevant national standards and codes，national standards and codes shall prevail.If it is difficult to implement individual provisions of this code，sufficient reasons shall be given in the design，which shall be approved by competent authorities.In case where relevant technical requirements of other standards and codes for telecommunication industry conflict with this code，this code shall prevail.
