1　General Provisions

1.0.1　This code is developed to assure safe cleaning operation for rail tank cars and occupational safety security，improve working conditions and operating efficiency，protect environment，save energy，achieve the objectives of being safe，reliable economically reasonable and promote technical development for design of rail tank car cleaning facilities.

1.0.2　This code is applicable to the engineering design for new reconstruction，extension and renovation of cleaning facilities for rail tank cars for transportation of petrochemical products at atmospheric pressure，including oil and benzene products.

1.0.3　In addition to this code，design of rail tank car cleaning facilities shall also comply with the current applicable national codes and standards.
