Foreword

This code is developed by Sinopec Luoyang Petrochemical Engineering Corporation in cooperation with other involved organizations under the administration of China Petrochemical Corporation（Sinopec Group）based on the requirements of Document JIANBIAO〔2005〕No.124 issued by original Ministry of Construction（MOC）of the People's Republic of China-Notice on Publication of the Development and Revision Plan of National Engineering Construction Standards（2nd Group）in 2005.

In preparing this code，the development team has made extensive investigations and studies，summarized the engineering and operating practices of railway tanker cleaning facilities for years，adopted state-of-art technical achievements，referred to the advanced codes and standards of rail tank car cleaning facilities in China and abroad，requested and consolidated comments from relative organizations in China，discussed the main issues and concerns focused，and reviewed and finalized this code.

This code comprises 8 chapters and 2 appendixes，and mainly includes general provisions，terms，general requirements，site selection and plan layout，process design of rail tank car cleaning station，water supply and drainage，power supply and distribution，safety and health.

The provisions printed in bold type are mandatory ones and must be implemented strictly.

Ministry of Housing and Urban-Rural Development of the People's Republic of China is in charge of administration of this code and explanation of its mandatory provisions，China Petrochemical Corporation（Sinopec Group）is responsible for its routine management，and Sinopec Luoyang Petrochemical Engineering Corporation is tasked for explanation of specific technical contents.All relevant organizations are kindly requested to sum up your experiences in actual engineering practices in the process of implementing this code.The relative comments and recommendations can be posted or passed on to Sinopec Luoyang Petrochemical Engineering Corporation（Address:No.27，West Zhongzhou Road，Luoyang City，Henan Province，Post Code:471003）for reference in future revision.
