5 Civil Works
5.1 General Requirements
5.1.1 The thermal power plant flue gas desulfurization civil work quality acceptance shall be classified into unit（sub-unit）project，branch（sub-branch）project，sub-item project and inspection lot.
5.1.2 Test blocks，test pieces and related material concerning structure safety shall be subject to witness sampling test.The laboratory responding to civil works test and inspection，and organization or institute performing related structure safety，function test and inspection shall have the relevant qualification.
5.1.3 Inspection lot is an inspection object composed of a quantity of samples collected under the same production conditions or in the specified manners for inspection，which can be classified according to the floor，construction section or deformation joint based on the requirements of construction and quality control and acceptance by discipline.The quality acceptance of inspection lot shall be conducted according to dominant item and general item.The acceptable quality of inspection lot shall meet the following requirements:
1 The quality of dominant item is acceptable in sampling inspection.
2 The quality of general item is acceptable in sampling inspection.To item with permissible deviation，more than 80% checkpoints shall meet the requirements，and the remaining checkpoints shall be free of serious defect，except for the special requirement.
3 Inspection lot shall be with complete construction operation basis and quality inspection record.
5.1.4 Sub-item project shall be classified according to type of work，material，construction technicals and device category，etc.，and can be composed by one or more inspection lot（s）.
Acceptable quality acceptance for sub-item project shall meet the following requirements:
1 The inspection lot in the sub-item project shall meet the requirements for acceptable quality.
2 The inspection lot in the sub-item project shall have complete quality acceptance record.
5.1.5 Branch project shall be classified by discipline nature and building section.The large or complicated branch project can be divided into several sub-branch projects according to material，construction feature，construction procedure，discipline system and catagory，etc.
Qualified quality acceptance for branch（sub-branch）project shall meet the following requirements:
1 The quality of sub-item project in the branch（sub-branch）project shall be acceptable.
2 The quality control data is complete.
3 The safety & function-related inspection and test result for branch project，such as foundation and base，main structure and equipment installation，shall meet relevant specifications.
4 The appearance quality inspection shall meet the requirements，otherwise reworking is compulsory.
5.1.6 The classification principle for unit project（sub-unit project）can be determined as follows:
1 Unit project is classified by independent function subsystem of flue gas desulfurization project.
2 For large-scale unit project，building or structure with independent production（use）function or independent construction conditions can be classified as a Sub-unit Project.
5.1.7 Qualified quality acceptance for unit（sub-unit）project shall meet the following requirements:
1 The quality of branch（sub-branch）project in the unit（sub-unit）project shall be acceptable.
2 The quality control data is complete.
3 The branch（sub-branch）project in the unit（sub-unit）project shall have complete inspection data on safety and function.
4 The random inspection results of major function item shall meet the requirements of the quality acceptance criteria of the discipline concerned.
5 The appearance quality acceptance shall meet the requirements.
5.1.8 Disqualified project on quality shall be treated as follows:
1 Inspection lot after reworking or tool/equipment replacement shall be re-inspected for acceptance.
2 The inspection lot shall be accepted while meeting with design requirements inspected by a qualified inspection organization.
3 The inspection lot shall be accepted while not meeting design requirements inspected by a qualified inspection organization，but meeting structural safety and function requirements calculated by the design institute.
4 The reworked or reinforced sub-item project and branch project that can meet safety and use requirements can be accepted in accordance with technical solution proposal and agreed documents although the outline dimension is changed.
5.1.9 It's prohibited to accept the reworked or reinforced sub-item project，branch project and unit（subunit）project that cannot meet safety or use requirements.
5.1.10 The quality assessment for unit project includes two grades，i.e."Qualified"and"Good".
All unit projects shall be subject to quality grade assessment on the basis of satisfactory acceptance."Good"unit project shall satisfy following conditions.
1 The unit project is qualified on quality besides safe structure and satisfaction of functional requirements.
2 The unit project has complete documents，complete contents，accurate data，complete signatures and good traceability.
3 The retested items for main material，semi-finished product and product are complete，inspection lot meet requirements，the management for steel bar and cement is traceable.
4 Foundation treatment shall meet the requirements，classⅢorⅣpile is prohibited in pile foundation，the main structure and major equipment foundation settlement shall meet design requirements and relevant standards.
5 The concrete structure shall be dense inside and smooth outside，with straight lines，reasonably reserved and carefully handled construction joints and smooth joints.The temperature of mass concrete is controlled properly，concrete structures with anti-seepage requirement must be free of leakage.
6 The overall vertical deviation for the main structure of single steel structures shall be less than H1/1000mm，and less than 20mm.The overall vertical deviation for the main structure of multi-storied or high-rise steel structures shall be less than H1/2500mm+10.0mm，and less than 40mm.
Note:H1 is the overall height of the steel structure.
7 The water pouring or full water test for building roof or floor with waterproof requirement shall be successful at the first attempt，without water accumulation on roofing.
8 Unit project shall have a good appearance quality，with an overall appearance scoring rate no less than 85%.
On the basis of satisfactory acceptance，the unit project shall be assessed as"Qualified"，unless"Good"project conditions are all satisfied.
5.1.11 If any of the following cases occurs，the unit project shall not be assessed as"Good".
1 Inspection lot with quality defects，meeting design requirements inspected by a qualified inspection organization and accepted.
2 Inspection lot with quality defects，not meeting design requirements inspected by a qualified inspection organization，but meeting structural safety and functional requirements calculated by the initial design institute and accepted.
3 Inspection lot with quality defects，meeting safety and use requirements after reworking or reinforcement，and accepted in accordance with technical solution proposal and agreed documents.
5.1.12 Unit project quality grade assessment authority includes self-assessment by construction company，review by supervision organization and approval by the owner.
5.1.13 When unit project is constructed by the subcontractor，the subcontractor shall inspect the project in the procedure specified in this chapter，the general contractor shall organize the acceptance.When a subcontracted project is completed，related documents shall be handed over to the general contractor.
5.1.14 The procedure，organization and record of project quality acceptance and unit project quality assessment shall meet the following requirements.
1 For inspection lot，the quality inspection record shall be filled by the professional quality inspector of the construction company，and the professional supervision engineer（project professional technical responsible officer of the owner）should organize project professional quality inspectors to conduct acceptance and record，the record format refers to Table A.1.
2 For sub-item project，the professional supervision engineer（project professional technical responsible officer of the owner）should organize project quality（technical）responsible officer of the construction company to conduct acceptance and record，the record format refers to Table A.2.
3 For branch（sub-branch）project，the chief（deputy chief）supervision engineer（project responsible officer of the owner）should organize the project responsible officer and technical responsible officer of the construction company，etc.to conduct acceptance，the project responsible officer of survey and design institute for foundation，base and main structure and the responsible officer of technical and quality departments of the construction company shall also participate in the acceptance of relevant branch project，with record format as Table A.3.
4 While a unit（sub-unit）project is completed，the construction company shall organize personnel concerned for inspection and assessment，and submit a project acceptance application to the owner after satisfactory acceptance.Upon receiving the project acceptance application，responsible officer of the owner（project）shall organize the responsible officers from construction company（including subcontractor），design institute and supervision organizations to conduct the acceptance of unit（sub-unit）project.
The as-built quality inspection record of unit（sub-unit）project shall be filled by the construction company，the comprehensive acceptance conclusion shall be agreed by the parties participating in the acceptance，and completed by the supervision organization.The comprehensive acceptance conclusion shall provide assessment on the conformity of design，relevant standards and overall quality.For as-built quality acceptance record of unit（sub-unit）project，refer to Table A.4.Table A.4 and Table A.3，Table A.5，Table A.6，Table A.7 are used together.
For the content to be recorded for quality control data verification of unit（sub-unit）project，refer to Table A.5.For the content to be recorded for safety and functional inspection data verification and major function random inspection of unit（sub-unit）project，refer to Table A.6.For the content to be recorded for appearance quality inspection of unit（sub-unit）project，refer to Table A.7.
For quality grade assessment record of unit project，refer to Table A.8.
5.1.15 The construction site quality management inspection record shall be filled by the construction company，referring to Table A.9.The chief supervision engineer or the project responsible officer of the owner shall conduct the inspection and draw a conclusion.
