4　General

4.0.1　This Standard is established to enhance quality control of flue gas desulfurization project of thermal power plant，unify the construction quality acceptance of thermal power plant flue gas desulfurization project and ensure project quality.

4.0.2　The construction quality acceptance and assessment of thermal power plant flue gas desulfurization project shall follow this Standard.The inspection（including self-inspection）of imported equipment and project quality assessment should also refer to the imported equipment technical contract and instruction manual，etc..

4.0.3　Besides this Standard，the construction quality acceptance and assessment of thermal power plant flue gas desulfurization project shall comply with current compulsory national standards.

4.0.4　The construction company shall prepare the quality inspection and assessment scope list for the undertaken project according to actual conditions of desulfurization project and the requirements of Chapters 5-8.The owner or its representative（e.g.supervision organization）shall review，approve and implement the quality inspection and assessment scope list prepared by the construction company.

4.0.5　The construction quality inspection and acceptance of flue gas desulfurization project shall be carried out in order of section（inspection lot）project，sub-item project，branch project and unit project.The next step shall not be started without inspection，acceptance and quality assessment.

4.0.6　The project construction quality inspection，acceptance and unit project quality assessment shall be based on the self-inspection and assessment of the construction company.For concealed works，the construction company shall inform concerned parties to conduct acceptance before concealing and document.The appearance quality of the project shall be checked by inspectors at site and shall be jointly approved.

4.0.7　The construction quality acceptance participants from all parties and sampling witness shall have the specified qualification and carry out project quality inspection，acceptance and assessment in accordance with this Standard and national standards and industry standards，and be responsible for the project.

4.0.8　The quality inspection，acceptance and assessment of section（inspection lot）project，sub-item project，branch project and unit project shall meet the requirements of accurate measurements，clear inspection results and complete data and signatures.

4.0.9　The higher-level quality inspectors shall have the right to spot-spot check and re-assess the inspection item of project quality，and the assessment shall be based on the recheck inspection result.

4.0.10　In case of any discrepancy on the quality inspection result，quality inspectors at all levels shall have the right to require for a re-inspection.Inspectors at all levels shall participate the re-inspection，and the re-inspection result shall be deemed as the final inspection result.

4.0.11　The construction quality acceptance and assessment records shall be filed as required，and handed over to the owner.
