4　Process and Equipment

4.1　General Requirement

4.1.1　Determination of production process and selection of operation equipment shall be conducted through techno-economical comparison with respect to the production scale，product mix，production method，characteristics of raw material and fuel，and plant construction conditions，etc.

4.1.2　The auxiliary facility shall meet the production requirements.
