With the timely completion of the poverty alleviation goals and tasks in the new era, China has entered a new journey of comprehensively promoting rural revitalization. Promoting county urbanization is an important carrier and platform for Rural Revitalization. Based on the essential connotation of county urbanization and rural urbanization, this book uses the growth pole theory, sustainable livelihood theory, industrial structure transformation and urbanization development theory and institutional change theory, comprehensively uses the methods of browsing relevant websites, querying relevant materials, field research, case analysis, etc., and is based on the actual development of county rural areas in Chenzhou area of Luoxiao mountain and relevant national policy documents. This paper systematically discusses the development status and existing problems of county urbanization in Luoxiao mountain Chenzhou area, the basic conditions, influencing factors and development trend of new urbanization, and designs the mode path of coordinated promotion of Rural Revitalization and new urbanization. It provides examples and valuable references for the promotion of county urbanization and the sustainable development of the livelihood of poverty-stricken farmers in contiguous poverty-stricken areas, so as to promote the balanced development of regional economy and narrow the gap of regional economic development.

This book mainly does the following work:

The first part, firstly, introduces the background and significance of county urbanization research under the background of rural revitalization, and defines the research ideas, research methods and research contents. By combing the concepts of Rural Revitalization Strategy, new urbanization, rural urbanization and county urbanization, the connotation and characteristics of Rural Revitalization and county new urbanization are clarified. At the same time, on the basis of combing and reviewing the research results on urbanization at home and abroad, this book puts forward the content layout of the research on County Urbanization in Luoxiao mountain Chenzhou area under the background of rural revitalization, and the research should focus on the following aspects: regional characteristics in the innovation of new urbanization mode; the research field of new urbanization should be more specific; how to grasp the fundamental meaning of the development of new urbanization and reduce the emptiness of research; strengthen empirical research on County Urbanization in poverty-stricken areas. It expounds the basic theories involved in the research content of this book, including growth pole theory, sustainable livelihood theory, industrialization and industrial structure transformation theory, institutional change theory, etc.

In the second part, based on the development status of county urbanization and the basic conditions for the promotion of new county urbanization in Luoxiao mountain Chenzhou area, it is found that: firstly, Luoxiao mountain Chenzhou area has significant natural ecological advantages, the urban spatial organization is discrete, and has a unique historical and cultural heritage. Secondly, in the process of new-type urbanization, the number of urban population and urbanization rate have increased on the whole, but the growth rate of urbanization rate is slow. Compared with other counties and cities, the overall level of urbanization is low; the development layout of new towns and villages has been formed, but the county towns still have the problems of too small scale and insufficient urban agglomeration effect; supporting security measures have been introduced one after another, and there is still much room for expansion in the agricultural land system, registered residence system, employment system, social security system, urban and rural education system, fund-raising and ecological protection. Thirdly, there are still some problems in the construction of new urbanization in Luoxiao mountain Chenzhou area:the urbanization rate and industrialization rate are unbalanced; the industrial support of towns and villages is gradually improved, but the level of industrial support is low; the construction of public supporting service facilities lags behind; the task of ecological protection is arduous; the willingness of rural migrants to settle in cities has declined.

The third part makes an empirical study from the aspects of the county development type, the influencing factors of the urbanization level and the prediction of the “fourteenth five year plan” stage of the county urbanization development level. a) Analysis results of county development type: since 2010, the county development type of Yizhang has been county urbanization with balanced development of primary, secondary and tertiary industries; since 2010, the development type of Rucheng County has been agricultural leading county urbanization; since 2010, the development type of Guidong county has been county urbanization dominated by business travel services; Since 2010, the development type of Anren County has been agricultural oriented county urbanization. b) Among the seven factors affecting the urbanization rate of the four counties in the selected Luoxiao mountain Chenzhou area, the role of the per capita net income of urban residents is significant, which indicates that the continuous and stable increase of the per capita net income of urban residents plays an important role in prospering the urban consumer market, driving the development of urban service industry, promoting the convergence of factors, and promoting the development of new urbanization. Compared with the impact of the ratio of primary, secondary and tertiary industries on new urbanization, the ratio of tertiary industries occupies an important position. Under the situation of continuous optimization of the tertiary industries in the four counties in recent years, the impact of the ratio of primary and secondary industries on Urbanization in each county is different. Among them, the secondary industry in Yizhang, Rucheng and Guidong counties is obviously backward, while the impact of the proportion of the secondary industry in Anren County has been emerging in recent years. The impact of regional gross product of the four counties on urbanization is generally at the median level of each factor, but the correlation coefficient of each year is generally not high. Therefore, the economic development level and quality of the four counties should continue to strive for progress on the basis of the existing good development. The impact of fixed asset investment on the urbanization rate is basically at the end of the list, which shows that the urban infrastructure construction should be further developed and improved in the current urbanization development process of the four counties. c) According to the prediction of the urbanization development level of Chenzhou City and the four counties in the 14th Five-Year Plan period, it is found that the urbanization rate of the four counties continues to rise, but still lags behind the city level. From the specific calculation data of Chenzhou City and the four counties in the area to 2025, it is 68.46% in Chenzhou City, 60.19% in Yizhang County, 62.67%in Rucheng County, 55.82% in Guidong County and 56.92% in Anren County. It can be seen that under the current good situation of Chenzhou City catching up with the first square of Hunan Province, the urbanization rate of Guidong and Rucheng counties tends to exceed that of Yizhang and Anren counties. The gap between the urbanization rate of the four counties and the level of Chenzhou City also shows that there is relatively large room for further improvement. How the four counties give full play to their respective comparative advantages, maximize the potential of urbanization development, and fill the rising space of county urbanization development as soon as possible, will be a problem that needs to be seriously considered.

The fourth part summarizes the experience of typical models of small town construction at home and abroad, and puts forward that under the background of rural revitalization, the four counties in Luoxiao mountain Chenzhou area can not take a single new urbanization road, but should adapt measures to local conditions, and jointly build towns, industrial parks and characteristic agricultural areas by improving the development quality and level of modern agriculture, new industry and modern service industry, realize the agglomeration of population and industry in urban space; we should focus on people's needs, strengthen industrial support, protect the ecological environment, improve the construction of public supporting services and institutional guarantee, effectively promote the construction of cities and towns that are“livable” and “suitable for industry”, realize the great development of county economy, and take a diversified new urbanization road of “characteristic agriculture + new industry + business and tourism services + population transfer”.Finally, the paper puts forward the specific ways to promote the development of county urbanization in Luoxiao mountain Chenzhou area from the following aspects: to promote the integrated development of urban and rural areas through the joint construction of the three districts, to strengthen the support of urban industries through the combination of the three industries, to build the county urbanization guarantee mechanism through institutional innovation, and to do a good job in consolidating the achievements of poverty alleviation and effectively connecting rural revitalization. Finally, it will provide strong support for the consolidation of poverty alleviation achievements in the region, the development of county economy, and the sustainability of the livelihood of urban and rural residents.
