Abstract
According to the features of population aging in our country during the three stages，we creatively put forward the evaluation model on the coordinated development between population aging and service system for the elderly，and illustrate its corresponding relation，which has been empirically testified by domestic and foreign data. Target model of social service for the elderly has been established based on different stages of the welfare development level. The basic concept of ethnic minority social service for old people is wide，fair，shared and sustainable. The general target of reform is integrated planning，overall consideration，gradual adjustment and gradual unification. According to the three stage model，the strategic priorities of ethnic minority social service for the elderly is to promote urban and rural integration，paying attention to the reform of rural elderly security system，narrowing welfare gap between urban and rural areas.
Ethnic minority social service for the elderly should gradually develop in the direction of diversification to satisfy the elderly increasing service requirement. The implementation mechanisms of ethnic minority social service for the elderly include：the social mechanism of the elderly service concept，the social mechanism of pension raising，operation and payment，the social mechanism of choosing service model for the elderly，the socialized development mechanism of the elderly service institutions，the socialized ancillary mechanism of the elderly service and the socialized service mechanism of the elderly market.
In different development stages of the ethnic minority social service system for the elderly，the calculation of total supply and total demand has certain gap. In order to balance supply and demand，we suggest making appropriate adjustments in the social service policy for the elderly in 2020. By measuring the level of financial burden on elderly social service and analyzing the tolerance of the government，we found that the ethnic minority government fiscal expenditures on the elderly social service are within the scope of its revenues，which demonstrate that the feasibility and the constraint conditions of the ethnic minority elderly social service mechanism.
In order to improve the ethnic minority elderly social service system，the construction of supporting institutional system should be strengthened from several aspects：to make up for the defects of management system and mechanism；to expand fundraising channels of public finance；to improve the legal system of the elderly services；to promote the reform of the rural land system；to integrate government service supplying with market. The elderly social service construction in ethnic minority has a positive effect on the construction of a harmonious society，which help to promote the harmony between urban and rural areas，east and west，and among nations，to carry forward the traditional respect for the elderly，advocating family，neighborhood mutual assistance，enhancing the level of benefits and achieving the elderly be raised，to improve the quality of the elderly life，ensuring the elderly dignity and independence，to develop the elderly industry，driving economic development.
Home based care for the elderly is one of the important types of ethnic minority social elderly service. But the law in home based care for the elderly is inadequate in current. From the perspective of national obligations，the law should clearly state that nation has payment obligation in social elderly service，and nation should undertake appropriate service commitment in home based care for the elderly. We suggest that the state council issue regulations on social elderly service，which should build specific structure from the following aspects：to clarify the category in home based care for the elderly，to construct price and quality evaluation system in home based care for the elderly，to secure elderly care information unobstructed，to strengthen the elderly privacy protection and to build service responsibility system in home based care for the elderly.
