China-ASEAN Clean Energy Capacity Building Programme
Global energy situation is undergoing profound changes currently,with renewable energy becoming an important field for global energy development.It is a common mission of the international community to accelerate energy transition and achieve green and low-carbon economy.It has also become one of the priorities for ASEAN countries to transform excellent clean energy endowment into a new economic driver by grasping the historical opportunity of a new round of energy reform.Following the vision of innovative,coordinated,green,open and shared development in recent years,China has gained great development in renewable energy by further advancing its energy production and consumption reform,transforming energy development mode,adjusting and optimizing energy structure.The capacity building exchanges jointly conducted by China and ASEAN in clean energy are conducive to seeking complementary advantages and further deepening cooperation are clean energy,thus promoting clean energy development and energy transition as well as regional economic integration.
Against this background,ASEAN and China initiated “China-ASEAN Clean Energy Capacity Building Programme” (the Programme).Basing on framework of the Belt and Road Initiative and taking advantages of the wellfunctioned dialogue platform of East Asia Summit Clean Energy Forum,the Programme aims to push forward clean energy development and sustainable development in the region,share experience of relevant policies,plans and technology applications,and propel exchanges among talents within clean energy field.With the target of 100 policy and technology backbone in ten years,the Programme plans to train 100 talents in policy and technology for ASEAN countries in various fields such as pumped storage,wind power,solar energy,nuclear power,hydropower and multi-energy utilization within ten years.
The Programme is implemented by China Renewable Energy Engineering Institute and ASEAN Centre for Energy.
Established in 1950,China Renewable Energy Engineering Institute (CREEI)is the only institution dedicated to the management of hydro,wind and solar power technologies in China.As one of the first research and advisory bodies established by the National Energy Administration (NEA),CREEI provides comprehensive technical support and services for China's renewable energy industry,including policy research,resource survey and planning,industrial development planning,design review,acceptance of projects,quality supervision,standard formulation,information management,and international cooperation.CREEI,entrusted by the NEA,also manages National Research Center for Hydro and Wind Power,National R&D Center for Hydropower Technology Engineering,Station for Renewable Energy Cost,General Station for Renewable Energy Project Quality Supervision and National Center for Renewable Energy Information,etc.
Founded in January 1999,ASEAN Centre for Energy (ACE)is an independent inter-governmental organization that seeks benefits in energy for the ten ASEAN member states.It is committed to promoting economic development and regional integration within ASEAN area,and building and enhancing multilateral cooperation and coordination in energy field.
According to the Programme,CREEI and ACE will annually and jointly hold exchange project under the Programme in one certain field (pumped storage,wind power,solar energy,nuclear power,hydropower and multi-energy utilization),and invite policy or technology officials from China and ASEAN countries for discussion.The exchange project includes two aspects:policy and technology.The former covers policy framework,comprehensive planning,management method,while the latter covers resource requirement,equipment application,development and operation,grid-connected management,risk control,environment and society,etc.
China-ASEAN Clean Energy Capacity Building Programme:2017 Exchange Project
After elaborate planning and active organizing,China and ASEAN held the China-ASEAN Clean Energy Capacity Building Programme:2017 Exchange Project (2017 Exchange Project)in Hangzhou,Zhejiang between October 9 and 13,2017.More than 60 government officials,experts and scholars from energy sectors of China,Switzerland and the ASEAN member states attended the event,with the theme of the 2017 Exchange Project being “the Technology and Development of Pumped Storage Power Stations”.During the five days,they discussed issues on policy management,development and construction,key technologies,and environmental impact of pumped storage,shared achievements and experience of clean energy development,and looked into the prospect of clean energy.The 2017 Exchange Project realized in-depth exchanges among talents from China and ASEAN on clean energy and helped to facilitate energy cooperation within the region.
The Technology and Development of Pumped Storage Power Stations
During the 2017 Exchange Project,the technology exchange document The Technology and Development of Pumped Storage Power Stations jointly compiled by CREEI,ACE,PowerChina Huadong Engineering Corporation Limited and State Grid Xinyuan Company Limited was published.It had received wide praises and positive responses from the governments of and enterprises from ASEAN and China.
This book,an exclusive technology exchange material for the 2017 Exchange Project,covers all aspects of application of pumped storage technologies,including development history and management experience of pumped storage,pre-stage site selection and technology management,project design,environmental protection,modes of development,construction and investment,grid connection and operation and maintenance management,seawater pumped storage power station,etc.
This book is the first achievement of in-depth collaboration between Chinese research institutes and engineering enterprises and international organization.Through the careful planning and thorough surveys on demands for clean energy,the Compilation Group strives to provide effective and practical reference and suggestions for pumped storage cooperation between China and ASEAN.
As the beginning of technology exchange documents of the Programme,this book will lay a sound foundation for China and ASEAN to draw mutual strengths,conduct bilateral cooperation and seek common development in clean energy field.
