Free Zone Construction

Since April 2017 when China (Shaanxi) Pilot Free Trade Zone was officially put into use, great efforts were put in carrying out in-depth institutional innovation centering on strategic positioning and development goals, effectively integrating and serving major national strategies. It has played a leading and exemplary role in deepening reform and opening wider to the outside world in Shaanxi Province. Up to now, 165 pilot tasks have been fully implemented, generating 511 innovation cases. Among them, 21 reform and innovation achievements have been recommended for nationwide promotion by the State Council or relevant national ministries and commissions, including the New Mechanism of Large Airport Operation Coordination and the "Global Cloud" Freelancers Safeguard System. 83 reform and innovation achievements have been copied and promoted in the whole province.

By the end of March 2021, China (Shaanxi) Pilot Free Trade Zone has set up 83,528 new market entities, including 57,517 new enterprises, with an additional registered capital of 931.237 billion yuan. According to the statistics of 2020, by taking up less than 1/1700 land area of the whole province, China(Shaanxi) Pilot Free Trade Zone has promoted the appearance of new enterprises with its number accounting for 1/14 of that in Shaanxi Province. And its imports and exports trade volume takes up 7/10 of that of the whole province. In addition, 1/6 foreign-invested enterprises in Shaanxi were attracted and the actual utilization of foreign capital accounts for nearly 1/2 of the whole province.

1.Unremitting Optimization of Business Environment

Since its establishment, China (Shaanxi) Pilot Free Trade Zone has effectively reduced institutional transaction costs and continuously enhanced the sense of satisfaction for enterprises. In 2020, a total of 68,000 pilot cases of the reform separating permits from business license were handled, benefiting more than 24,000 market entities.

Shaanxi took the lead in carrying out the business of "cross-regional and cross-provincial administration" and nearly 300 tax related businesses can be conducted via online processing.

2.Continuous Improvement in Facilitating Investment and Trade

88 new foreign-invested enterprises were set up in 2020, with US $3.78 billion of the actual utilization of foreign capital, accounting for 15.3% and 44.8% of Shaanxi Province respectively. 729 service functions of 18 categories of the national standard board have been promoted and put into use via the "Single Window" of the international trade, with the main business coverage rate reaching 100%.

3.Further Deepening the Opening-up and Innovation of the Financial sector

Much efforts were made in promoting the successful implementation of China's first commercial factoring foreign currency financing business and Shaanxi's first bonded financial leasing business. The pilot of cross-border business blockchain service platform was carried out, and supply chain financial products such as "factoring bill", " People's Bank of China Chang'an Ticket Express" and " People's Bank of China Cross Border Bill Express" were launched.

4.Characteristic and Advantageous Industries Speeding up Gathering

14 airline companies, including China Eastern Airlines, Hainan Airlines and China Southern Airlines, were introduced to set their regional headquarters in China (Shaanxi) Pilot Free Trade Zone, along with 176 domestic and international logistics enterprises such as Yuantong, Shentong and GLP, and 77 airport industry projects. The airport economy scale has exceeded 10 billion yuan. French Danone, Siemens Innovation Industrial Technology Center, Schneider (Xi'an) Innovation Technology Co., Ltd. and other high-quality foreign-invested enterprises and projects gather in the zone. Three joint venture travel agencies and 15 biomedical technology enterprises have successively settled in China (Shaanxi) Pilot Free Trade Zone.

China Eastern Airlines and French Safran landing systems New Mro Center of Excellence and other projects were introduced in the zone, gradually forming a one-stop maintenance base led by the whole flight maintenance and including the landing gear, APU and other parts maintenance.

Well known cross-border e-commerce platforms, such as Koala Global, Maibangwang and Baifu International Logistics, an e-Bay comprehensive service provider, have settled in China (Shaanxi) Pilot Free Trade Zone.

The Belt and Road Portal, which is based on Sino-Russian Silk Road Innovation Park, was constructed to gather Russian famous agricultural enterprises such as Rusagro, Goldapple, and Gazprom.
