In the 21st century, the world’s political and economic landscapes have seen profound and complex changes, among them the continued, deep-reaching impact of the global financial crisis, the gradual recovery and polarized development of the world economy, plus a far-reaching revolution fermenting in the global governance system. In a context where all countries are still facing severe challenges to development, the new century is crying out for a new model of international cooperation.
Present-day China stands at a new starting point for its interaction with the world and for opening up to the global community in an indepth manner. The Belt and Road is an initiative of global cooperation proposed by China in response to the historical trend; it is also a shortcut for the world to approach China. It will be indispensable for implementing mutual development in the world.
In jointly building the Belt and Road, China is not only an initiator, but actually more of a concurrent practitioner and responsible agent. During the past three years, the Belt and Road initiative has progressed through multiple stages, from blueprint via planning to mobilization, from a conceptual idea to winning hearts and minds. It now embarks on a new stage of the journey, one of deep plowing and careful management, pushing forward in an all-round way. China is willing to work alongside each and every country, consulting on the basis of equality, striking a balance of interests of every country and reflecting the demands of all parties. Through joint efforts, China endeavors to build a green, healthy, intelligent and peaceful Silk Road, so that the people of participating countries can share in the fruits of the joint development of the Belt and Road.
