BRI Think Tank Cooperation Alliance
BRI Think Tank Cooperation Alliance（hereinafter referred to as the“BRI TTCA”）was founded on April 8th，2015 in Beijing.Its founding was led by the International Department of the CCCPC and other institutes，including the Development Research Center of the State Council，CASS and Fudan University with the goal of integrating research resources，strengthening division of labor and coordination，and forming intelligent synergy.BRI TTCA aims to combine the strengths of all parties at home and abroad，carry out policy-oriented and prospective research on the B&R construction，provide advice and suggestions for governments of China and countries along the B&R，enhance policy communication among countries，and unite various parties to implement extensive consultation with joint contributions for shared benefits.At the same time，BRI TTCA is committed to promoting people-to-people and cultural exchanges through think tank exchanges，enhancing a better understanding of the BRI by people living along the B&R，enhancing friendship among them，creating an atmosphere with good public opinion，and laying a solid foundation in public opinion for the B&R construction through Chinese and foreign think tanks with joint research reports and other means.
BRI TTCA's members include Shanghai Institutes for International Studies，the Institute for International Strategic Studies of the Central Party School of CPC，various foreign-related research institutes such as Chinese Academy of Social Sciences，China Institutes of Contemporary International Relations，RDI and most other domestic authoritative BRI research think tanks.With authoritative think tanks with a profound background，think tanks of universities，and new think tanks focusing on application and practice as its members，BRI TTCA has a strong influence and appeal.
BRI TTCA opens its door to all think tanks in countries along the B&R and countries outside this region to better inherit and carry forward the Silk Road spirit of“Peace and Cooperation，Openness and Inclusiveness，Mutual Learning and Mutual Benefits”.It takes the promotion of the mutually beneficial cooperation among countries in Asia as its mission，Europe and Africa to a new level，studies and summarizes how to play the platform role of think tanks under the guidance of the BRI to further promote practical work among countries and play the role of think tanks in track-two diplomacy for the purposes of smooth development of the BRI in countries along the B&R.
RDI has made great efforts in think tank research，international cooperation，B&R construction and other areas，and has been committed to promoting the development of new technology industries in countries and regions along the B&R.In February 2017，RDI was elected into the Council of BRI TTCA，becoming one of its important council members.On December 26th，2019，RDI was granted the“Brand Activity Award”by the Council of BRI TTCA for its outstanding performance in holding the China-Kazakhstan Jointly Building B&R International High-level Seminar.
BRI TTCA has attached great importance to the development and growth of RDI.On April 16th，2019，BRI International Think Tank of CASS，CCUD and BRI TTCA co-hosted the B&R Development Seminar in Beijing.At the Seminar，Yezhou GUO，Deputy Minister of the International Department of the CCCPC，delivered a speech，fully affirming that RDI，as an independent application-oriented think tank，has always been committed to discovering，cultivating and promoting outstanding Chinese enterprises，and has created enterprise cooperation groups and set up a cooperation and exchange platform of“Extensive Consultation，Joint Contribution and Shared Benefits”for enterprises under the“Problem-oriented，Demand-guided，Project-focused and Result-based”principle.Integration of emerging new technologies，products，standards and brands in top-level design has become an important force to promote social development in the 4th Industrial Revolution.Over the past five years，RDI has actively explored new mechanisms and paths for the building of Chinese think tanks.It has been highly appraised and widely recognized by the authorities at home and abroad，and has made important contributions to enhancing China's influence.In addition，since its establishment，RDI has given full play to its important functions such as consultation and suggestion，theoretical innovation，public opinion guidance，social service and public diplomacy by closely focusing on the overall work of the CPC and the country.It has made gratifying achievements in carrying out in-depth think tank research，actively promoting pragmatic B&R cooperation，effectively setting up an international cooperation platform and increasing the influence of high-end think tanks，and thus its practical methods and experience in building the think tank are very worthy of appreciation and reference.The International Department of the CCCPC hereby pays high tribute to BRI International Think Tank of CASS and RDI for their hard work and efforts in the past five years.
In the future，RDI and BRI TTCA will pay more attention to theoretical innovation and in-depth practice in their cooperation，and will strengthen cooperation and exchanges between think tanks at home and abroad.In particular，they will promote the establishment of an effective national think tank information sharing and dialogue mechanism focusing on the well-known think tanks in the countries along the B&R.Adhering to the“People-centered”development concept，they will make efficient use of think tank resources，and conduct in-depth research on how to enable the BRI to produce rich think tank results，so as to better benefit ordinary people.
Office of the Central Commission for Integrated Military and Civilian Development
On October 18th，2017，Xi Jinping，General Secretary of the CCCPC，President of the P.R.C.and Chairman of the P.R.C.Central Military Commission，pointed out in his report at the 19th National Congress of the Communist Party of China：“We should ensure that efforts to make our country prosperous and efforts to make our military strong go hand in hand.We will strengthen unified leadership，top-level design，reform，and innovation.We will speed up implementation of major projects，deepen reform of defense-related science，technology and industry，achieve greater military-civilian integration，and build integrated national strategies and strategic capabilities.”[1]This is a major strategic deployment made by the Central Committee of the Party with President Xi Jinping at the core with a view to upholding and developing socialism with Chinese characteristics in the new era and focusing on national deve-lopment and security，and it was also the first time that the military-civi-lian integration was raised to the level of a national strategy.In this context，the Office of the Central Commission for Integrated Military and Civilian Development（hereinafter referred to as the“Office”）was established on January 22nd，2017.Its establishment was decided by the Political Bureau of the CCCPC at a meeting and serves as a decision-making and deliberation coordination body for major issues concerning mili-tary-civilian integration at the central level.Responsible to the Political Bureau of the CCCPC and its Standing Committee，it exercises unified leadership over deep military-civilian integration.On March 2nd，2018，the 1st Plenary Meeting of the 19th Central Commission for Integrated Military and Civilian Development deliberated and passed the Outline of the Military-Civilian Integration Strategy，creating a new pattern for deep military-civilian integration.
In order to firmly grasp the key tasks of deep military-civilian integration in the new era，thoroughly implement military-civilian integration strategy，and promote the collaborative innovation of military-civilian science and technology，RDI has completed two important reports，namely the Strategic Analysis of International and Domestic Military-Civilian Integration and Suggestions for China's Policies and Accelerating the Innovation Breakthroughs of the Emerging Technologies of Military-civilian Integration by Grasping Opportunities and Making Forward-looking Arrangement，systematically analyzing the military-civilian integration strategies at home and abroad，and putting forward relevant policy suggestions on China's military-civilian integration strategy.Both reports received important instructions from relevant leaders.
On May 15th，2019，in order to implement the instructions of the central government，the Office held a special symposium on the accelerating the innovation breakthroughs of the emerging technologies of military-civilian integration by grasping opportunities and making forward-looking arrangement by inviting the representatives of BRI International Think Tank of CASS.With BRI International Think Tank of CASS and RDI as its strategic partners，the parties jointly conducted in-depth discussions on accelerating the innovation breakthroughs of emerging technologies in China's military-civilian integration on the basis of studying the development trends at home and abroad.In addition，in order to realize the implementation of emerging technology innovation pilot projects for military-civilian integration，the parties also jointly organized field research on key areas and enterprises of military-civilian integration in China as well as an in-depth exploration of optimizing the industrial layout of civil-military integration and improving international competitiveness.
On June 28th，2019，organized by the Office，BRI International Think Tank of CASS and RDI set up a research working group to conduct field research on key military-civilian integration enterprises in Jiangxi Province.Baige ZHAO，Chair of Advisory Committee of RDI，and relevant leaders of the Office participated in the research work.Qi LIU，Secretary of the Provincial Party Committee of Jiangxi Province and Director of the Standing Committee of the Jiangxi Provincial People's Congress，received all the members of the delegation.Major leaders of the Office of the Provincial Commission for Integrated Military and Civilian Development，the Science and Technology Department，the Department of Industry and Information Technology and the Department of Finance of Jiangxi Province had in-depth exchanges with the research working group on Jiangxi Province's military-civilian development and its Military-civilian Emerging Technology Innovation Demonstration Zone.
From October 23rd to 24th，2019，a seminar，sponsored by BRI International Think Tank and RDI and assisted by China Center for Information Industry Development of MIIT and China Center for Urban Deve-lopment on New Science & Technology and B&R Construction was held.More than 20 experts and scholars from various industries evaluated and exchanged ideas on potential enterprises in high and new technology industries，including new manufacturing and new materials industries，and explored the possibility of applying the new technologies to military-civilian integration，smart city and the technical cooperation with countries along the B&R.
As a think tank for strategic cooperation of the Office，RDI has a special historical responsibility and mission.In the future，RDI and the Office will continue to carry out in-depth cooperation on research report，strategic interpretation，expert seminars and other issues relative to military-civilian integration.Both sides will give full play to their respective platform resources，continuously promote the practical application of high and new technologies in the field of national defense and military industry，and further enhance the compatibility of experts，think tanks and military-civilian integration，thus living up to the trust of the Party and the country.
Committee for Ethnic and Religious Affairs of the National Committee of the CPPCC
The Committee for Ethnic and Religious Affairs of the National Committee of the CPPCC（hereinafter referred to as the“Committee”）is one of the nine special committees set up by the National Committee of the CPPCC，and also the authority governing China Committee on Religion and Peace.
Under the leadership of the Standing Committee and the Chair's meeting，the Committee has organized its members to carry out research and related activities on ethnic and religious issues around the two major themes of“Unity and Democracy”，including deeply studying，communicating and implementing the theory of socialism with Chinese characteristics，and publicizing the national guidelines and policies on reform and opening-up； maintaining close contact with members and representatives of ethnic minorities and religious circles to listen to and reflect their views and suggestions； organizing the members of the Committee to investigate and understand the implementation of the national ethnic and religious policies，to investigate and study the important issues concerning ethnic and religious work and to put forward relevant comments and suggestions； strengthening the contact with the ethnic and religious sectors of the nation； and giving play to the role of ethnic and religious figures in promoting national reunification and safeguarding world peace.
In July 2019，the Committee and RDI formally signed an agreement to establish strategic partnership and held the first joint working group symposium，with a view to implementing the instructions of Chair Yang WANG on building an application-oriented think tank with CPPCC characteristics，further exploring and practicing the building of an application-oriented think tank of the CPPCC，doing a good job in ethnic and religious work of the CPPCC，improving the performance of duties of the CPPCC，expanding the influence of the CPPCC，promoting the building and development of the B&R and better serving the overall development of the country.The attendees of the symposium were Baige ZHAO，Chair of Advisory Committee of RDI，Xiaobo YANG，Member of the CPPCC National Committee，Resident Deputy Director of Committee for Ethnic and Religious Affairs of the National Committee of the CPPCC and Deputy Secretary of the Party Leadership Sub-group of Committee for Ethnic and Religious Affairs of the National Committee of the CPPCC，Liming LUO，Member of the CPPCC National Committee，Deputy Director of Commi-ttee for Ethnic and Religious Affairs of the National Committee of the CPPCC and former Deputy Director of National Ethnic Affairs Commission，Dharma Master Zongxing，Member of the CPPCC National Committee，Vice President of the Buddhist Association of China and Executive Vice President of the Buddhist Academy of China，Wen DOU，Vice Chair of the Office of Committee for Ethnic and Religious Affairs of the National Committee of the CPPCC，Li ZHAO，Inspector of the Office of Committee for Ethnic and Religious Affairs of the National Committee of the CPPCC，representatives of BRI International Think Tank of CASS and RDI，etc.During the symposium，the Committee and RDI had an in-depth discussion on such important issues as“Building an Application-oriented Think Tank of the CPPCC，and Facilitating Exchanges and Mutual Learning of Religious Cultures”and“Actively Developing Cooperation and Exchanges with Ethnic and Religious Sectors in the B&R Countries and Regions and Promoting People-to-people Bonds”.
Xiaobo YANG said that the BRI is for openness and cooperation as well as for exchanges and mutual learning.The BRI has created a new platform for exchanges and common development of different religious cultures，promoting the understanding and cooperation between different religious cultures.Religious culture has an important impact on the promotion and development of the BRI，while the BRI creates favorable conditions for the harmonious development of the world and the friendly exchanges among all ethnic groups，and promotes the common development of different religious cultures.
The five key goals of the B&R construction are“Policy Coordination，Facilities Connectivity，Unimpeded Trade，Financial Integration and People-to-people Bonds”，of which“People-to-people Bonds”is of vital importance，while religious culture is an important factor influencing people-to-people bonds.The application-oriented think tank of the CPPCC should be built in combination with the advantages of BRI International Think Tank of CASS and RDI，so as to provide fundamental solutions to the people-to-people bonds and religious problems in neighboring countries of the B&R.
Baige ZHAO said that building an application-oriented think tank with CPPCC characteristics is an important measure to promote the high-quality development of the CPPCC.Since their establishment，under the leadership of Weiguang WANG and the party leadership group，BRI International Think Tank of CASS and RDI have given full play to the important role of BRI in optimizing the global governance system and promoting world economic growth，focusing on the strategic，overall and trending issues，providing professional research findings and recommendations，and achieving great results.Relying on the advantages of high-end think tank platforms，they will organize an international talent team with profound policy research capabilities and also actively build an application-oriented think tank with CPPCC characteristics jointly with the Committee.
On November 8th，2019，RDI and the Committee held the second work symposium in Beijing.Baige ZHAO and Xiaobo YANG co-chaired the symposium.During the symposium，both sides systematically reviewed the progress of cooperation in 2019 and discussed the cooperation focuses and the establishment of a long-term working mechanism in 2020.Going forward，both sides will make joint efforts in the inter-regional exchange and cooperation for jointly building of B&R，building an application-oriented think tank of the CPPCC and carrying forward religious practice adapted to Chinese society，so as to form a cooperative partnership of high trust and close cooperation.In the field of religious culture，relying on their own platform resource advantages，both sides will extensively organize the religious experts and scholars at home and abroad to carry out in-depth research on Chinese religious culture，and will put forward valuable suggestions for promoting the exchanges and mutual learning of religious civilizations and strengthening people-to-people bonds under the BRI.In the spirit of“Pragmatism and Efficiency”，both sides will focus on the study of ethnic and religious issues in the B&R construction with international research，reports on various countries，cooperation and exchange as their core tasks so as to promote people-to-people bonds and the high-quality development of BRI.
Chinese Academy of Social Sciences
The Chinese Academy of Social Sciences（hereinafter referred to as“CASS”）is the premier academic institution and comprehensive research center of the P.R.C.in the fields of philosophy and social sciences and serves as an important think tank in China.CASS is made up of 6 academic divisions，40 research institutes，88 research centers and more than 180 non-entity research centers，which carry out research activities covering nearly 300 secondary and tertiary disciplines and 120 national key disciplines.At present，CASS has more than 3，200 professional researchers，of whom 1，676 are senior professionals，61 CASS members and 133 honorary CASS members.CASS is in charge of 105 national academic societies and administers the Chinese Local Chronicles Guidance Group General Office.
Conducting extensive international academic exchange remains one of CASS's guidelines.At present，CASS has established an exchange relationship with over 200 research organizations of social sciences，foundations and related government departments abroad，covering more than 80 countries and regions worldwide，and has also signed exchange agreements with more than 20 countries and regions.According to the 2014 Global Go To Think Tank Index Report published by the University of Pennsylvania，CASS ranked 20th in the“Top 50 Global Think Tanks”.In the 2018 Global Go To Think Tank Index Report，CASS ranked 39th and continued to be the“Top Think Tank in Asia”.In the 2018 Chinese Think Tanks Report-Influence Ranking and Policy Suggestions published on February 7th，2019，CASS ranked 1st in comprehensive influence due to its first place in both academic influence and decision-making influence.In the 2018 Chinese Think Tanks Influence Evaluation and Ranking published on July 22nd，2019，CASS became the most influential all-round think tank in China for its first place in both academic influence and international influence and second place in social influence.
With the rich and high-quality academic resources，social resources and international resources，CASS has laid a solid foundation for the successful breeding and leapfrogging growth of RDI.Relying on the profe-ssional strength of various research institutes，research centers and expert teams of CASS，RDI has been making new breakthroughs，new developments and new achievements in think tank research and international conference platform.
In 2019，RDI hosted the CPEC Forum 2019 in Islamabad，Pakistan jointly with the National Institute of International Strategy，CASS. Representatives of RDI and the Institute of European Studies of CASS jointly visited France and Greece for research，and also participated in the 6th High-level Think Tanks Symposium of China and Central & Eastern European Countries held in Bled，Slovenia to jointly explore and study the cooperation between“17+1”Central & Eastern European Countries and Chinese cities.RDI and the Institute of Russian，Eastern European & Central Asian Studies of CASS jointly visited Kazakhstan and Uzbekistan and also successfully held the China-Kazakhstan Jointly Building B&R International High-level Seminar.In addition，CASS provided talent and intellectual support to RDI for its writing of research reports.
In the future，RDI will further carry out extensive exchanges and close cooperation with CASS in academic research，policy interpretation，international exchanges，conferences and other aspects to further serve the national strategy and provide relevant guidance for Chinese enterprises to participate in the B&R.
Chinese Academy of Sciences
Established in November 1949，the Chinese Academy of Sciences（hereinafter referred to as“CAS”）is the highest academic institution of China's natural sciences，the highest consulting institution in science and technology，and the comprehensive R&D center for natural sciences and high technology，which has put forward the idea of building a national innovation system，successively implemented the knowledge innovation project，“Innovation 2020”，the First Move Program & Comprehensive Deepening Reform Plan，and proposed strategic research reports such as Embracing the Era of Knowledge Economy and Building the State Innovation System，Promoting Development by Innovation and Leading the Future through Science and Technology，Innovation2050：Science & Technology and China's Future，and Vision2020：the Emerging Trends in Science & Technology and Strategic Options for China.
It has 12 branches，more than 100 scientific research institutes，3 universities（University of CAS，University of Science and Technology of China，and ShanghaiTech University），more than 130 national key laboratories and engineering centers，and more than 210 field observation stations，and undertakes the building and operation of more than 20 major national science and technology infrastructures.At present，a complete system of natural science disciplines is established.The overall level of physics，chemistry，materials science，mathematics，environment and ecology，earth science and other disciplines has achieved the world's advanced level，and some fields have shown a good trend of entering the world's first square matrix.It has become an irreplaceable national strategic scientific and technological force in solving major issues related to the overall and long-term development of the country.
In the wave of the 4th Industrial Revolution，RDI has grasped its core element—scientific and technical innovation，and has always maintained long-term and stable cooperation in science and technology with CAS.Both sides have conducted in-depth research on the technology enterprises of RDI platform，analyzed and evaluated the core technologies of the enterprises，provided guidance on the technical development for the enterprises，and further effectively promoted the R&D and upgrading of the core technologies of enterprises.
In the future，RDI and CAS will do well in the layout and development of the 4th Industrial Revolution under the framework of BRI，strengthen cooperation in the fields of mass innovation and entrepreneurship，technology incubation，international cooperation and military-civilian integration through the integration of resources，exchange of needed goods and the exertion of incremental resources，and at the same time help technical achievements go to the market so that more science and technology can enter people's livelihood and benefit the people by making full use of technological resources of the CAS and RDI platform's enterprise resources with smart city and town characteristic of science and technology as the cooperation carrier.
China Center for Information Industry Development
China Center for Information Industry Development（hereinafter referred to as“CCID”）is Category A scientific research institution directly affiliated to the Ministry of Industry and Information Technology of the P.R.C.For more than 20 years since its establishment，CCID has been committed to providing professional services such as research consultation，evaluation and certification，media communication and techno-logy R&D to the government，enterprises and society，forming a business pattern of simultaneous development of government decision-making and soft science research，media and network services，consulting and outsourcing services，evaluation and certification services，software deve-lopment and information technology services.Headquartered in Beijing，it has branches in Shanghai，Chongqing，Guangzhou，Shenzhen，Hainan，Yunnan and other places.It has more than 2，000 employees now，including more than 1，200 professional technicians，of whom 110 personnel have senior professional titles.

On January 3rd，2019，CCID held a learning forum themed“China's Innovation under the 4th Industrial Revolution”.Baige ZHAO，Chair of Advisory Committee of RDI，attended the forum and pointed out that RDI would form a cross-border integrated platform for more than 300 enterprises gathered on it to meet the challenges of the 4th Industrial Revolution.
On June 28th，2019，in order to explore and establish an emerging technology innovation platform and give full play to the carrier role and industrial cluster effect of various innovation platforms such as military-civilian integration industrial park，a working group jointly formed by relevant experts from RDI，CCID and the Office of the Central Commission for Integrated Military and Civilian Development went to Jiangxi Province to conduct field research on the new way of the deep military-civilian integration in old revolutionary base areas in the new era.With the participation and support of CCID，RDI will give support to the building of military-civilian integration innovation demonstration zone in Jiangxi Province in terms of resource integration，technical innovation，evaluation and certification，media communication，etc.，so that the innovation pilot study of emerging technology for military-civilian integration in Jiangxi Province will be completed as soon as possible，and technical innovation of military-civilian integration will truly serve and benefit the people.
On October 23rd-24th，2019，the New Science & Technology and B&R Construction Seminar，sponsored by RDI and co-sponsored by CCID，was held in Beijing.Both sides conducted in-depth research on five innovative technology enterprises aiming at preparing for the 4th Indu-strial Revolution on the RDI platform，such as TXR-S Technology Investment Group Co.，Ltd.，Pera Global Technology Co.，Ltd.，Zhuhai Kilter New Materials Co.，Ltd.，Shenzhen Shineshy Biotechnology Co.，Ltd.and Sanchuan Wisdom Technology Co.，Ltd.，to understand the core technologies and market prospects of these enterprises，and put forward relevant suggestions to them for the next development planning.
Relying on CCID's advantageous scientific research resources and RDI's platform advantages，both sides will further provide systematic services of policy research，technical standards，information services and other aspects for enterprises on the RDI platform with the 4th Industrial Revolution innovative technology as the core，and will further demonstrate the advancement，scientificity，applicability and industrialized conditions of enterprises'technologies through reports or expert review meetings，thus helping outstanding Chinese enterprises go global through the BRI platform.
China Center for Urban Development of NDRC
China Center for Urban Development of NDRC（hereinafter referred to as“CCUD”）is a professional institution specializing in policy research and decision-making consultation of urbanization and urban development，also functions as policy research consultation body for NDRC and relevant departments in rural development reform，responsible for the guidance on the pilot projects of small town development and reform in the country.CCUD has participated in the drafting and consultation of policy documents on urbanization of the Central Party Committee and the State Council in the long-run，and has guided and promoted a quantity of cities and small towns'pilot experience in the development and reform.It has helped governments at all levels to formulate hundreds of plans on economic and social development，space and land use，and has organized many large international forums on urbanization and urban development.
To combine top-level design with primary-level pilot projects and promote the sound and smooth implementation of new urbanization，CCUD has established the planning institute and comprehensive transportation research institute，dedicated to exploring multi-modal integration methods and the coordinated development of transportation，industry and space.It provides theoretical and technical support for the development of new-type urbanization，urban development strategy，industrial transformation and upgrading，development planning of comprehensive transportation system and formulation and implementation of basic policies.As an important platform to implement the development policies for new smart city，publicize and promote excellent cases and achievements of smart city construction，and strengthen exchanges and cooperation in smart city development at home and abroad，China Smart City Expo，sponsored by CCUD，is currently the largest and most influential large-scale international exposition in the field of smart cities in China under the guidance of the ministerial-level coordination working group on new smart city construction.
The 5th China Smart City Expo，held in Beijing on June 14th，2019，with“Jointly Building Green and Smart Cities”as its theme，was jointly sponsored by CCUD，BRI International Think Tank of CASS and RDI.The Expo showed the front research results of smart cities and the construction achievements of Euro-China green & smart cities to the world，actively promoted enterprises and institutions to carry out precise poverty alleviation work in poor areas，practically built a business cooperation and exchange platform，promoted international smart city cooperation and actively pushed forward project implementation.Participants drew a blueprint for the future of smart cities and made concerted efforts to promote the high-quality development of new smart cities.
The Euro-China Green and Smart City Summit is currently one of the international cooperation and exchange platforms of green and smart cities with the highest level of internationalization，the richest content and the most practical form.On September 26th，2019，under the guidance of the European Commission，the 2019 Euro-China Green and Smart City Summit，co-sponsored by CCUD，Foundation Prospective and Innovation，the Nanning Municipal Government of Guangxi Zhuang Autonomous Region of China，the BRI International Think Tank of CASS，and RDI，was held in Nanning，Guangxi.During the Summit，RDI and CCUD jointly held the“2019 Euro-China Green and Smart City Summit—the 4th Industrial Revolution & Smart City Development Forum”.Experts and scholars from relevant fields in China and Europe as well as representatives of cities and enterprises from Ningbo and Italy participated in the two dialogues of“The Future is Coming”and“Smart Technology for People's Life”，and conducted extensive and in-depth discussions on the impact of new technologies on smart cities and the good life of mankind in areas of common concern such as technology application，industrial promotion and technical innovation.
On September 27th，2019，the High-level Consultative Conference on the Opening-up and Development of Guangxi Zhuang Autonomous Region was held in Nanning，jointly sponsored by RDI and CCUD，and organized by Guangxi Zhuang Autonomous Region Development and Reform Commission and the Nanning Municipal Government of Guangxi Zhuang Autonomous Region.At the Conference，experts and representatives of RDI put forward suggestions for the opening-up development of Guangxi Zhuang Autonomous Region based on Nanning's positioning，actual needs and the development line of“Guangxi-ASEAN”to help Guangxi in top-level design.
In the future，under the wave of the 4th Industrial Revolution，RDI and CCUD have broad prospects for cooperation in jointly building green and smart cities.Both sides will further their cooperation in green and smart city construction.RDI will give full play to the information advantages of the think tank platform and put forward targeted and implementable consultation reports.With B&R as a linkage，it will actively link with outstanding domestic and foreign enterprises on the RDI platform to parti-cipate in the green and smart city construction，and cooperate with CCUD to further promote the development of the Green Silk Road and realize the great goal of green，environmental protection and sustainable development of the world.
All China Lawyers Association
Established on July 25th，1985，All China Lawyers Association（hereinafter referred to as“ACLA”）is a self-disciplined organization of national lawyers to implement industrial management according to the law.ACLA hosts the magazine of Chinese Lawyer and Chinese Lawyer website（http://www.acla.org.cn）.
ACLA guarantees lawyers to work according to laws，protects lawyers'legitimate rights and interests，and builds a platform for lawyers across the country to summarize and exchange work experience.It plays a vital role in formulating professional norms，laws，administrative regulations，rules and regulations as well as the provisions of the articles of lawyers'association and standardizing the management of the lawyer profession.
RDI attaches great importance to the important role of law in guiding Chinese enterprises to go global.Since its establishment，RDI has established a good strategic partnership with ACLA，with Hongbing LV，Vice Chairman of ACLA being a member of the Advisory Committee of RDI.In the past cooperation，ACLA has fully pooled the high-end lawyer talent resources of law firms nationwide，provided great support for the work of RDI in legal policy research at home and abroad，and provided high-quality legal services for enterprises on the RDI platform to go global through the B&R，and thus reduced and avoided the risks that enterprises might encounter in the process of investment and operation.RDI has also given full play to its advantages of international resources to build an international exchange and cooperation platform for ACLA.In November 2019，RDI successfully connected the French project for ACLA，further boosting mutual learning between the Chinese and French lawyers.
Since its establishment，RDI has maintained close cooperation with Grandall Law Firm，a member of ACLA，and actively promoted Grandall Law Firm to provide legal services for enterprises.Since 2016，they have jointly released a total of 963 issues of Crandall·RDI BRI Investment and Legal News and 180 issues of Crandall·RDI BRI Weekly News，whose long-term release has helped provide valuable information and targeted business investment guidance for enterprises participating in the B&R construction.In the future，both sides will continue the diversified B&R information release，thus promoting enterprises to participate in the B&R construction with higher quality.
Under the BRI framework，with more and more domestic enterprises going global and foreign enterprises coming in，the demands of enterprises for local policies on land，labor，finance，tax and other aspects concerning investment become more urgent.In 2020，the cooperation between RDI and ACLA will focus on studying the legal service needs of enterprises，including market access，direct investment，international financial transactions，intellectual property protection，labor and environment.At the same time，both sides will continue to give full play to their respective resource advantages，strengthen the connections in legal service agencies，service contents and service carriers，improve the opening measures of legal services，explore new areas of cooperation，and make joint efforts in training high-quality lawyers concerning foreign affairs，and strengthening the recommendation and use of such professionals，so as to make more contributions to Chinese enterprises'going global.
China Cultural Heritage Foundation
China Cultural Heritage Foundation（hereinafter referred to as the“Foundation”）is a social organization engaged in discovery，research and protection of cultural heritage of our country，with the Ministry of Culture of the P.R.C.as its governing authority.Formally registered with the Ministry of Civil Affairs on August 28th，2007，the Foundation is a nationwide public offering foundation enjoying fund-raising qualification at home and abroad.
In the principle of“What Comes from People should be Used for and Benefit the People”，the Foundation engages in discovery，research，protection，preservation and promotion of Chinese tangible and intangible cultural heritage worldwide through extensive and strict fund raising and utilizing.With the purpose of awaking the awareness of society to protect cultural heritage，it cooperates with governments in mobilizing the civi-lian force to repair and protect Chinese culture and historical sites，formulates protection standards，regularly organizes experts to hold seminars and training sessions，carries out more cultural protection activities，and actively collaborates with UNESCO in international cooperation，serving as an assistant to Chinese National Commission for UNESCO.
From April to June 2019，the Foundation and RDI（Zhuhai）had in-depth communication on issues such as“Exploring and Protecting National Time-honored Beauty Brands”and“Establishing a Special Fund for Protecting the Chinese Time-honored Beauty Brands”.It was found that there is extensive cooperation space for both sides in the protection of cultural heritage，incubation of cultural and creative products，cultural industry exposition，etc.
On August 20th，2019，Baige ZHAO，Chair of Advisory Committee of RDI，and Deyang，Deputy Secretary-General of the Foundation，held an in-depth discussion on their cooperation in Zhuhai.Both sides believed that the newly issued Measures for Supporting the Development of Cultural and Creative Industries in Hengqin New Area（Trial） clearly points out that there are corresponding supporting policies for various cultural activities and the building of cultural and expo facilities such as cultural and art exchange and trading centers，cultural industry expositions，museums and exhibition halls.Both sides can jointly launch the BRI International Cultural Heritage Expo and the BRI International Cultural Heritage Protection Summit and apply for a permanent venue in Hengqin.In addition，Baige ZHAO said that the cooperation between the two sides should not be limited to Zhuhai，but should be extended to the SCO member states，Central and Eastern European countries and countries along the B&R.The pro-people projects in cooperation with countries along the B&R should be promoted through cultural protection projects so as to facilitate the people-to-people bonds under the BRI framework.Moreover，further exploration can be made in some key node countries rich in cultural heritage resources，such as Thailand，Sri Lanka，Cambodia，Iran，Afghanistan and other Southeast Asian & Middle East countries.BRI religious and cultural protection projects can be launched to serve the BRI.In combination with the planning of the Foundation's Digital Museum，the international cultural heritage can be digitally landed in China while the entire cultural IP can be exported overseas.
In 2020，RDI and the Foundation will carry out strategic cooperation in an all-round way.Religious cultural protection activities will be launched through key node countries along the B&R.Both sides will share technical resources and use VR and AI technologies to launch a“Cultural Heritage+Digitization”Intangible Heritage Protection Project，supporting the high-quality development of B&R.
China Professionals-Workers' International Travel Service
The China Professionals-Workers'International Travel Service（hereinafter referred to as“CPITS”）was founded in 1986 by the All-China Federation of Trade Unions，approved by the China National Tourism Administration.It was recommended as the first batch of good faith travel agencies by the Beijing Tourism Administration in 2005.The duties of CPITS is to promote mutual understanding between Chinese workers and those from other countries by organizing different forms of tourism，inspection and exchange activities，enhancing friendship and advancing world peace.In recent years，CPITS has responded actively to the BRI，strengthening practical cooperation with countries along the B&R in many fields and establishing friendly economic and trade exchanges.
In 2019，RDI and CPITS signed a strategic cooperation agreement，according to which，both sides share their platform resources and fully explore，cultivate and promote advanced technology enterprises.Based on projects，RDI has linked several subsidiaries of CPITS to build an international exchange platform，carrying out in-depth cooperation with relevant agencies of countries and regions along the B&R in industrial deve-lopment，cultural tourism and other aspects.In 2019，Ritan Hotel，affiliated to CPITS，provided logistic support and services for China-Kazakhstan Jointly Building B&R International High-level Seminar.
In the future，RDI will push forward the building of the enterprise credit evaluation system jointly with CPITS to provide standards for enterprise credit evaluation.The two sides will jointly set up an industrial fund to invest in culture，tourism and health projects at home and abroad.They will also jointly organize and carry out the training on the B&R research topics within the All-China Federation of Trade Unions and the trade union system.Furthermore，the two sides will discuss how to make full use of the existing overseas established resources of CPITS to promote RDI platform's new and high-tech products in culture，tourism，environmental protection and health with the 4th Industrial Revolution as the core，and explore further cooperation space in education，training，etc.
Health Human Resources Development Center
The Health Human Resources Development Center（hereinafter referred to as“HHRDC”）was established in December 1998 with the approval from the Office of Central Institutional Organization Commission.It has been devoting all its efforts to the development and services of human resources for national health under the direct leadership of the National Health Commission.
HHRDC's main business areas include talent evaluation and training，international cooperation and exchanges，talent socialization service and policy research.HHRDC established various independent legal institutions such as Beijing Weiren Human Resources Development Centre and Beijing Weirenweiye International Medicine Research Center.In addition，HHRDC publishes China Health Human Resources，an excellent journal of National Health Commission and has set up the Website of China Health Human Resources.At the same time，it undertakes the functions such as professional skills certification and foreign-related professional and technicians'credentials verification，and has successively established the WHO Collaborating Center for Human Resources for Health and China-French Collaborating Center for the Training of Human Resources for Health.HHRDC provides service for all kinds of health institutions at all levels and human resources for health，with over 3 million person-times served throughout the year.In addition，HHRDC has passed the 4A rating（the highest rating）for Beijing's human resources service agencies and has won the title“Beijing Human Resources Integrity Service Demonstration Unit”.
In 2019，HHRDC and RDI established a long-term and stable cooperative relationship，aiming to carry out in-depth and close cooperation in promoting the going global of medical enterprises with the new technologies of the 4th Industrial Revolution as the core.On October 26th，2019，HHRDC，RDI and CPITS jointly held the B&R Medical Professionals Training Alliance Seminar in Beijing.They pooled wisdom and energy to hold in-depth discussions and reached a consensus on how to build a sharing platform for international cooperation and exchanges in B&R human resources for health and how to advance the smooth implementation of scientific and technological projects related to human health in the 4th Indu-strial Revolution.
At the Seminar，Junhua ZHANG，Secretary of the Party Committee of and Director of HHRDC，said that HHRDC has achieved phased results in professional evaluation and training，international cooperation and exchange，etc.，establishing cooperative partnerships with more than 300 universities in more than a dozen countries.The number of participants of professional exchanges and training it has organized in relevant countries reaches 50，000 to 60，000 per year，including those from Harvard，Stanford，Cambridge and other top universities in the world.In the recruitment and dispatch of domestic and foreign professionals in the fields of medical treatment，health care and education，HHRDC is in deeper coordination with the national development strategy.
In 2020，the cooperation between HHRDC and RDI will surely achieve“Extensive Consultation，Joint Contribution and Shared Benefits”in global medical and health technologies and human resources development，on the basis of the thought of multilateral interactive deve-lopment of resources in domestic and foreign governments，enterprises and think tanks.Both sides will drive the global strategic layout in key domestic node cities and deepen international exchanges and cooperation in emerging fields such as proton therapy，tumor gene therapy and AI health care，as well as in foreign advanced technologies for innovative and generic drugs.Through special seminars，promotion meetings for cooperation and exchanges，large-scale technological innovation conferences with international influence，etc.，the health exchanges and related medical projects will be substantially deepened globally，and joint efforts will be made to promote China's leading medical science and technology to go global and train a large number of outstanding medical professionals for launching the Silk Road of Health cooperation.
China National Institute of Standardization
With the rapid development of China's economy，the overall demand for China's economic development is shifting from high-speed growth to high-quality development.In the context of new globalization represented by the BRI，as an international tool for trade facilitation，quality and standard certification and accreditation will directly influence the depth and breadth of China's participation in the globalization.It is not only a weapon to safeguard national interests，but also an important tool to force industrial progress and enhance international competitiveness.
The China National Institute of Standardization（hereinafter referred to as“CNIS”）was established on July 13th，1999 with the approval of the Office of Central Institutional Organization Commission.As a national social service research institution dedicated to standardization research，it is directly subordinate to the General Administration of Quality Supervision，Inspection and Quarantine of the P.R.C.
CNIS mainly addresses the overall，strategic and comprehensive standardization issues in China's national economy and social development.Its work covers the formulation，revision，publication and implementation of standards in related fields，standardization research through scientific experiments，verification，testing & evaluation and development of corresponding standards，as well as the promotion and application of related scientific research results.At the same time，CNIS undertakes administrative functions of the State Administration for Market Regulation and the Standardization Administration of the P.R.C.，including the recall of defective products，evaluation of national standards，and examination of industrial products and food production licenses.
Aiming to meet national and social needs，CNIS has actively carried out all kinds of standardization research work.Currently，it undertakes 46 national technical committees of standardization administration of China and has developed 1，326 national standards as the primary drafting unit.In addition，CNIS actively participates in international standardization activities，undertaking 63 domestic technical counterparts of ISO and leading the formulation of 49 ISO standards.
In the building and development of the B&R，National Quality Infrastructure（NQI-metrology，standards，inspection/testing，certification and accreditation）will become the key restriction for enterprises to go global.Since its establishment，RDI has taken this field as one of the seven service systems，and has always maintained close cooperation with CNIS，actively providing support in respects of standardization systems and services for outstanding enterprises on the RDI platform to go global，thus building Chinese brands with higher quality.
China Certification & Accreditation Institute
Building a strong country with quality products，as an important strategic decision of the CCCPC，is an important support to enhance China's competitiveness，and a basic guarantee for promoting high-quality building of the B&R.There will be no trust from partners without consi-dering quality as the foundation.Therefore，efforts must be made to improve the quality and level of certification and accreditation，so as to facilitate trade.
The China Certification & Accreditation Institute（hereinafter referred to as“CCAI”）is a leading department at bureau-level directly affiliated to the State Administration for Market Regulation，and a second-class institute for public welfare approved by the Office of Central Institutional Organization Commission.Serving as a scientific institute and a think tank engaging in certification，accreditation，inspection，testing and research at the national level in China，CCAI provides technical supports and services in certification，accreditation，inspection and testing policy and theory，academic research，regulatory assistance，standard research and improvement of employees'capabilities.
Over the years，China has established a high-quality certification，accreditation，inspection and testing service system，which has made positive contributions to improving the quality of products & services and promoting economic & social development.
On May 29th，2019，a conference themed“Delivering Confidence，Promoting Trade-Dialogue between Certification and Accreditation Think Tanks”was successfully held in Beijing Guoyi Hotel.It was jointly sponsored by CCAI and the Trade Promotion Center of China Council for the Promotion of International Trade.Baige ZHAO，Chair of Advisory Committee of RDI，delivered a keynote speech entitled“Certification & Accreditation and China's Opening-up to the Outside World”，in which，she described that in the context of new globalization and the 4th Industrial Revolution，certification and accreditation，as an important means of quality management and quality assurance，has attracted more and more attention from governments of all countries.National Quality Infrastructure （NQI），which is mainly composed of certification & accreditation and inspection & testing，combined with metrology and standards，has become the focus and important support for international market competition.It will also become a very important link in the B&R construction as the B&R develops continuously.
NQI，as an internationally recognized core supporting concept of quality integration，is of contemporary significance in the context of new globalization governance.NQI has developed the“Three in One”concept of conformity assessment through metrology，standards certification & accreditation，and inspection & testing，acting as an important support for achieving China's strategic planning of high-quality development，industrial development and international trade facilitation.The technological wave of the 4th Industrial Revolution is impacting our vision，overturning our imagination and reshaping the world's future with unprecedented intensity.The interconnection of things，cloud intelligence and cross-border integration have become the core features of the wave of the 4th Indu-strial Revolution.It is a new mission for us to think how we should seize the fission upgrade of industry，achieve the industrial production with cross-border science and technology，and realize the trade facilitation of cross-border commodities in the current complex and rapidly changing world.If we integrate NQI，relying on its inherent robustness，with the disruptive science and technology of the 4th Industrial Revolution to the greatest extent，China will gain important strategic advantages in defining and grasping the ecological development trend of emerging industries in the future.Faced with major global issues such as trade protectionism，climate change，resource conservation and environmental protection，it has become the development direction of China's certification and accreditation to build a robust country of certification and accreditation so that it can shoulder international responsibilities commensurate with its own capabilities as soon as possible to provide more international public products for the world economy，trade，environment，security and health.

Quality & Standard Research Development Institute
Quality & Standard Research Development Institute（hereinafter referred to as“QSRDI”）is an international comprehensive quality deve-lopment institute established to serve the cross-border integration and industrialization of innovative technologies in the 4th Industrial Revolution.
Based on the theory of National Quality Infrastructure（NQI）and its independent original brand-new theory of International Quality Compliance（IQC），QSRDI serves as a high-tech development institute focusing on reshaping industrial chains，creating brand-new industrial ecology，and integrating the coordination pattern of quality factors like“Standardization+Metrology Calibration+Inspection and Testing Certification+International Accreditation”into the industrial ecology construction for innovative technology-leading enterprises and innovative industrial clusters.On the above basis，QSRDI engages in comprehensive research on high-quality development and application promotion such as legal principles，policies，standards，industrialization，management and internationalization，as well as the training of high-end quality management professionals and technical operators，and comprehensive quality consulting and evaluation services.Moreover，it provides planning of domestic and foreign innovative technology industrialization and regional high-quality development for countries along the B&R.
In 2019，QSRDI completed the revision of and evaluation on the draft of Regulations of the People's Republic of China on Certification and Accreditation accredited by the State Administration of Market Supervision，the only set of regulations in the field of accreditation，inspection，testing and certification.Xiaodong TAN，Deputy Head of the drafting group and the main author of the Rules for National Accreditation Body，has compiled the only set of departmental regulations for national accreditation bodies adopted by the State Administration of Market Supervision.In terms of academic and theoretical innovation，QSRDI first submitted the paper Research on Application Paths of National Group Standards at Home and Abroad supported by the concept of International Quality Compliance（IQC），which won the Excellence Award of the 16th China Forum on Standardization.QSRDI provided guidance on the standardization of multi-industry innovative technologies.As the main technical supporting organization of Zhongguancun standards，it provided comprehensive technical services for the evaluation of the group standards of Zhongguancun industrial alliances'，demonstration of pilot enterprises adopting these group standards，and evaluation on the effect of implemented group standards.
At present，QSRDI has helped RDI platform enterprise—Wuhan Landing Medical High-Tech Co.，Ltd.successfully complete the approval for national standards of Service Regulations for Artificial Intelligence（AI）Cancer Screening Laboratory and that for the three national group standards of related technologies.It has also assisted RDI in successively organizing and implementing the Advanced Seminar on NQI Supporting High-quality Regional Economic Development（Hainan）and Seminar on NQI Supporting High-quality Development of High-end Equipment Manufacturing-Smart Medical Devices in East China.Moreover，QSRDI has provided training and lectures on implementation of high-quality development for many provincial and municipal administrations for market regulations and other provincial and regional administrations，commissions and offices related to regional quality development across the country.Xiaodong TAN，Director of QSRDI，has been awarded the“Certifier for High-quality Development in National High-Tech Development Zones”by the Ministry of Commerce and the“Certifier for High-quality Development of Diplomats of to countries along the B&R，by the Ministry of Science and Technology.
In the future，RDI and QSRDI will continue to deepen their cooperation in the formulation of technical standards to provide technical and intellectual support for grouping China's outstanding enterprises to go global successfully.
