China is a vast country，which has many complex and diverse regions. Differences of geographical structure provide us with a rich and varied living environment，but they also make us faced with enormous challenges during our development. We face a series of issues，such as unbalanced regional development，increase of economic disparities，vicious competitions of industrial development，and the obvious contradiction in resources and the environment，which are even intensifying. In order to promote the sustainable development of China，these contradictions and problems of regional development must be resolved. There are various problems during the regional development of China，but in the final analysis，the most essential reason is that the division of region is not clear. Therefore，many problems have happened in the development，such as the similar industry-planning of region，the conflicts of leading industries，the identical industry-structure，and these problems even lead to vicious competitions，such as the duplication of construction，the competition of raw materials，market blockade and so on. In the long run，the result of over-exploitation of resource，low input-output efficiency，environmental pollution，and ecological damage will be inevitable. We should seek appropriate ways to change the regional situation of disorderly competition，and to guide the regions to establish a rational order of division and collaboration.

When I study the division of labor，I find that during the development of human society，division of labor has great effect on the progress of economy and society. At the same time，division of labor itself also develops unceasingly. From the division of section to the division of product，division of labor has made great progress；With the evolution of the division of labor，industrial chain of division appears as a new form of division of labor，which no longer limits a product or service of all the processes in an enterprise or a region，but according to the requirements of different segments of production and operation，disperses them to some regions with productive conditions. And then，these regions supply the final product or service to the market through various aspects of collaboration. This new industrial division of labor can not only play the comparative advantages of different regions，but also increase inter-regional communication and collaboration through cross-regional allocation of resources. Then the final output can be provided on the basis of a number of regional synergies. Through the new industrial division of labor，different regions can undertake the production and operation of different segments in the industrial chain on their comparative advantages，and the regional core competence can be formed. In all，the provision of final product depends on the close collaboration through industrial chain. From the perspective of industrial chain，different regions provide differential products，so regions don’t need to try to stand out only from the competition，on the contrary，they can achieve self-development through cooperation. Therefore，the new industrial division of labor which bases on full playing of regional comparative advantage and regional cooperation is possible to solve the problems during regional development currently，and to reconstruct the pattern of regional development.

In order to find the effect of the new industrial division of labor on the regional development of economy and regional relations，firstly，theoretical studies have been made to elaborate the origin，the types and the characteristics of the new industrial division of labor，and the mechanism of impetus has been discussed emphatically. Then the empirical studies have been made on the specific regions and industries. The new industrial division of labor is a new phase of division of labor，and it is of great importance for regional and industrial development. The trend of the new division of labor has appeared in some regions of our country，in which industrial competence has been formed and industries are closely related within the region. To some extent，the impetus of new industrial division of labor for reconstruct the pattern of regional development can be proved. Therefore，the dissertation proposes that China should expedite the implementation of strategic change from the traditional division to the new industrial division of labor.

Presently，China is in the process of transformation from the traditional division to the new industrial division of labor，so national policies should be adjusted accordingly. Firstly，under the premise of the market playing a fundamental role，the government should strengthen guidance and standardize the order of regional development，then help to make the inter-regional division and coordination smoother，and expedite the formation of the new industrial division of labor. Secondly，with the strengthening of regional functional specialization，the proper fiscal policies should be enacted to assistant and compensate the areas of resource-output and ecological conservation，and achieves the spacial balance by providing the basic public services.
