4　Energy Measuring

4.1　Electric Power

4.1.1　The power shall include purchased power，power generated by captive power plant，power generated by excessive energy and power consumption.

4.1.2　The captive power plant and waste heat power station as energy-using organizations shall also be measured as sub-organization of energy using.

4.1.3　The power measuring project shall meet the following requirements:

1　The electric energy of energy-using organizations which use purchased power shall be measured.

2　The electric energy at the exit side of grid-connection line for power generated by captive power plant shall be measured.

3　The electric energy at the exit side of grid-connection line for power generated by excessive energy shall be measured.

4　The electric energy at the entrance and exit sides of general step-down substation of suborganization of energy using shall be measured.

5　The electric energy at the entrance and exit sides of substation of cell of energy using shall be measured.

6　The internal power consumption of self-prepared power plant and waste heat power station（plant）shall be measured as per sub-organization of energy using.

4.1.4　Electric energy meter shall be adopted as the electric energy measuring device.

4.1.5　The electric energy meter should be equipped with standard communication port and data uploading function，and meet the requirements of energy management of enterprise.
