5.13　Power Facilities

5.13.1　Various power facilities shall be located near the load center or the shop with big loads.

5.13.2　Capative thermal power station shall be arranged near the thermal power load center and in the area enjoying convenient fuel supply condition.

5.13.3　The main substation shall be arranged near the load center and in the area close to boundary of the plant where high voltage power lines could be easily brought in.

5.13.4　The main substation，power transformation and distribution stations should not be arranged near the shop having moist production process and violent vibration and releasing toxic or corrosive gas or high noises.Safety distance between the outdoor transformer and power distribution device and the cooling tower shall meet the requirements of Article 5.14.2 herein.

5.13.5　The traction substation usually shall be affiliated to and arranged inside the power transformation and distribution station.In case of separate arrangement，it should be located in the place with a comfortable traction network distance and near the area where there are frequent operations of the electric locomotives.

5.13.6　The oxygen station shall be arranged according to the following requirements:

1　The oxygen station should be arranged in the area with clean air.Suction inlet of the air separation unit shall be located at leeward side of the acetylene plant，carbide slag storage and other hydrocarbon shops in terms of the wind direction of the least frequency in normal year.The minimum horizontal distance between suction inlet of the air separation unit and other facilities like acetylene plant and carbide slag storage shall meet the relevant requirements of current national standard GB 50030 Design Code for Oxygen Station.

2　The vibration proof distance between the oxygen station and the source of periodic mechanical vibration shall meet the requirements of Article 5.1.11 herein.

5.13.7　The arrangement of hydrogen station shall meet the relevant requirements of current nationa standard GB 50177 Design Code for Hydrogen Station.

5.13.8　Natural gas distribution station shall be arranged in the natural gas main incoming direction，at the place close to natural gas branches to various consumers，and at the leeward side of the production shop exposed to open flame and the place exposed to sparks in terms of the wind direction of the least frequency in normal year.The position of flare pipe of the natural gas distribution station must be determined together with the relevant departments，such as fire fighting department，etc.

5.13.9　The arrangement of gas generation station shall meet the following requirements:

1　It should be arranged at windward side of the main consumers in terms of the wind direction of the least frequency in normal year.

2　If possible，the coal storage yard shall be incorporated into the comprehensive material yard of the whole plant.In case of separate arrangement，the coal storage yard and cinder ash storage yard should be arranged at windward side of the gas generation station in terms of the wind direction of the least frequency in normal year.

3　Water treatment facility and tar basin should be arranged at low lying area of the gas generation station.

5.13.10　On the premise that fire separation distance is fulfilled，the gas boosting and mixing station shall be arranged near the gas supply point or the consumers and shall meet the relevant requirements of current national standard GB 6222 Safety Code for Gas of Industrial Enterprises.

5.13.11　The arrangement of acetylene plant shall meet the relevant requirements of current national standard GB 50031 Norm of Acetylene Plant Design.

5.13.12　The air compressor station shall be arranged according to the following requirements:

1　The arrangement of air compressor station shall meet the relevant requirements of current national standard GB 50029 Code for Design of Compressed Air Station.

2　Orientation of the air compressor station shall enable good ventilation and lighting inside the station.Air receiver should be arranged on the north of the station building.

3　Vibration proof distance and noise proof distance between the air compressor station and the precision production facilities shall meet the requirements of Article 5.1.11 and 5.1.12 herein respectively.

5.13.13　The boiler house shall be arranged according to the following requirements:

1　If the condensate is to be recovered by gravity，the boiler house should be arranged in the low level area of the plant where there is no air stagnation.

2　The coal fired boiler house shall be provided with the space for coal and ash storage and shall enjoy convenient transportation condition.The coal storage yard and the cinder storage yard should be arranged at windward side of the boiler house in terms of the wind direction of the least frequency in normal year.
