4.9　Residential District

4.9.1　The iron and steel enterprise shall make the most of the social resources including residential and public facilities of the city（town）and industrial zone where the enterprise is located to address the residential and living issues of its employees.

4.9.2　Location of the residential district mainly serving the iron and steel enterprise shall meet the following requirements:

1　It should be located at leeward side of the production area，slag yard，waste yard，refused ore storage and dumping site of the iron and steel enterprise in terms of the wind direction of least frequency in normal year.The sanitary safety distance between the residential district and the iron and steel enterprise shall meet the requirements of Clasue 4.2.1 herein.

2　On the premise that necessary sanitary safety distance is kept，it should be close to the plant area of the enterprise and shall enjoy good traffic conditions to reach the plant area.

3　It should be close to the city（town）and should enjoy good traffic conditions to reach the city（town），railway/bus passenger station and wharf，etc.

4　It shall be easy for properly organizing the people flow to and from the work and shall avoid atgrade crossing and mixed traveling with main freight flow of the enterprise，endeavoring for separate flow of the freight and people.

4.9.3　Planning and design of the residential district shall meet the requirements of the current relevant standards of the nation.
