About the Author
Patrick Butler is the Chief of the Contract and Fiscal Law Division within the Office of the Chief Counsel for the National Guard Bureau in Arlington, Virginia. He is an Army Judge Advocate currently in the rank of Lieutenant Colonel (LTC). He has practiced government contract law for the majority of his military career. This includes serving as a contract law attorney in the Office of the Judge Advocate for U.S. Army Europe and a contract litigation attorney at the U.S. Army Litigation Division in addition to his current duties for the National Guard Bureau. After graduating cum laude from Bucknell University, he earned his law degree at The Ohio State University’s Moritz College of Law.
Prior to his focus on government contract law, LTC Butler served as an administrative law attorney for the Office of the Judge Advocate for U.S. Forces Korea in Seoul. Following that assignment he served as a trial defense counsel primarily representing soldiers in the 1st Armored Division at Baumholder, Germany. He also served as the senior defense counsel in Baghdad, Iraq, where he primarily represented soldiers from the 1st Armored Division, the 82nd Airborne Division, and the 3rd Infantry Division.
LTC Butler co-authored a law review article with Raymond Saunders entitled “A Timely Reform: Impose Timeliness Rules for Filing Bid Protests at the Court of Federal Claims,” which was published in the American Bar Association’s Public Contract Law Journal. The article was selected by the Board of Contract Appeals Bar Association for its 2010 Writing Award.
